Rev 17:15. Then he said to me,”The waters which you saw, where the harlot sits, are peoples, multitudes, nations and tongues.”
This verse gives a clear rule for the interpretation of symbolic words in prophecy. The words “many waters” is not referring to streams, rivers and brooks. It is referring to the waters of the seas. Many of the beasts in prophecy have risen from the seas. Dan 7: Rev 13:1. The waters of the seas represent peoples, multitudes, nations and tongues.
In Rev 17:1 it says that the harlot sits on many waters. That is many seas all over the world and not just one location. So these two verses Rev 17:1 and Rev 17:15 reveal that the harlot sits on a worldwide movement called Babylon, and deceives the majority of the inhabitants of the earth, and incites them to make war against Jesus Christ at the war of Armageddon.
This is very hard to understand. But this is what Rev 17 is saying.
